I can tell you, having lived there, that their campaign against drugs is not part of the USA-led "war on drugs" or a response to drug use, rather, it's been their modus operandi from day one. I know it seems odd, but it's the contrast between Asian and Western ways of dealing with things. It's got nothing to do with what's haram. The sharia laws there only apply to registered Muslims, and those only apply to alcohol. not illegal drugs. All drug offenses are punished the same way, whether the perpetrator me Muslim or non, Malaysian or foreign.
Let me also add that drug use is on the rise globally. Japan is an example. They have a very zero-tolerance policy toward drugs, and while drug offenses don't warrant the death penalty (and of course Japan doesn't practice caning), you'll be locked up for a long time. Also part of their culture, drug use, from what I understand from Japanese friends, is considered indicative of mental instability or evil within a person.
In japan, school kids run on glue. there is also widespread use of stimulants as japanese culture pushes people into becoming high achievers. Japan has a very high suicide rate.
You do realize that the suicide rates in Japan are a strong element of their culture. Japan views suicide as permissive, sometimes morally obligatory. Still, you don't see the kind of recreational drug use that is seen in the West.

I guess as long as you don't allow it to affect the larger society. I still maintain that weed should be illegal, but weed decriminalization or legalization I don't think would be the end of the world. I see no reason for harder drugs like methamphetamine, crack, heroin, et cetera. If it doesn't hurt anybody besides maybe the user, I could be down with it. On that note, I'm equally against the stuff that doctors are shoving down kids' throats and into their veins. And that's legal...

I'm a ritalin survivor, by the way. Never had ADD/ADHD, or anything else that would necessitate ritalin. As has been the case in the USA for the past three decades, the teacher diagnosed me, I never saw a psychiatrist, and the pediatrician wrote a prescription and there we go. What all it did, you will never know.
