When it comes to digital media you'll find that you do not own a copy, you pay for a license. Whether you can make and distribute copies is covered by that license. Usually you cannot. Even when buying a dvd, you cannot necessarily lend it (for a fee - and totjo accepts donations) or play it in a public without paying for an additional extortionate license fee.

When someone says 'library' I think of Doctor Strange and all those 'books' of adepts..... so in that vein; perhaps its an avenue for members to create their own work full of quotes from books they find inspiration from, and upon reaching Knight it gets ebooked/pdf'd and put in the library. Since its rare to find any book 100% full of great stuff, it might be better if as participation here it was a standard effort for members to create their own compilations. Each one would be different of course... a post IP focus area type of thing. Not so much just a bunch of quotes, but a written collation of the themes into its own thang using quotes and references so people can find their own legal copies (or otherwise).

Honestly, just by asking. People are much more included to help if they're asked. Ask the Knights to write, ask the apprentices to write. Ask Jedi outside the TotJO to write.

A quick update on an initial analysis of the library:
Of the approx 160 line items - I have found 140 legitimate sources in the public domain (e.g. at archive.org)
of the remaining 20 items - 15 are available to borrow from archive.org
the 5 items I haven't found yet will not be any great loss to the library if I can't source them!

Can we put a notice on the library page indicating what is in the public domain to help curtail further fears on this kind of stuff? Stops the perennial discussion and what not
