With that said, if you do drink sometimes under age, the fine is no big deal similar to a traffic fine. Also most states allow parents to give legal consent to their children to drink to avoid over drinking. The law isn't to prevent drinking, it's more to prevent over drinking under age. That's my take.
Also it seems they have shown DARE increases drug use. I don't remember why.
You even state that the brain of a person who is 21 is not al lthe way mature... No brain develops at the same exact speed as another so if you're going to use the excuse of a more mature brain then why not make it till you are 30 when it should definitely be fully developed....
