AS Sid said, it really doesnt matter... People will do as they please...
I think they (lawmakers) are just trying to protect us from ourselves... lol...
Seat belts, helmet laws, speed limits...
Really, if moderation in all matters was observed, then most laws would be redundant...
Unfortunately, "it only takes a few bad apples", lol...

Obviously removing the drinking age is implausible now though, because the taboo already exists, so lowering to eighteen would, in my opinion, be a help to society.

if youre old enough to slap the money on the bar, youre old enough to get the drink. will this lead to a bunch of drunken seven year olds? sure, but this is part of how they learn.

So the desire of the people that have “the power” is to exert that power by attempting to control us for our benefit and to ease the burden of responsibility.
And I think all of this is in part because spirituality has left the home. So many seem to feel that they are liable to no one and they can do whatever they want. When in fact we are liable to everyone and every action has a reaction whether we realize it or not.
So, in short, what Jestor said….

If you can be drafted into the Army at age 18, vote at age 18, then why do you have to be 21 to drink?
