I do believe that prohibition gives a false sense of security to the parents ("the state is taking care of it for us") as well as additional thrill factor to the kids("let's do what adults can do this is so cool" or "they dont want us to do it so we will, besides the cops are powerless anyway"--this may not be true for the US though your cops seem mean).
If mature smart career-people or priests can become alcoholics, so can everyone else, no matter what the state has to say about it. I mean in the US you have states that still have the death penalty, and you also have people who commit crimes worthy of that death penalty, knowing very well that they could get it... The presence of 4 bookies in my village clearly indicates to me that we just love taking risks.
Convictions are more dangerous foes of truth than lies.

My opinion is informed by science and the numbers. I didn't drink until I hit 21, myself, and I do not support drinking under the age of 21. It is my personal belief that waiting that long was what helped me to not become a heavy drinker like the majority of the military personnel around me did. By proving to myself that I could withstand peer pressure to drink (do any drugs for that matter), I was able to develop a strong "no" to drinking beyond my limit.

18 year old kids don't demonstrate any better judgment than 21 year olds when it comes to drinking. Enough 18 year olds drink and drive. I don't want them legally able to get plastered. We have too many dead teenagers on our hands every year as it is.

As far as I understand it German kids drink beer at family dinners as a matter of course. The different is that fewer people are drinking to get drunk (in a family setting at least I believe). Its just part of the culture.
A teacher of mine once said that if you stood against the wall and just observed in a restaurant in a German tourist town you can instantly pick out the tourists due to this. The natives were quiet and in conversation sharing a pitcher of beer while the American tourists were getting plastered and loud.
