There are a lot of different perspectives on Chi/Qi. This is just one:
Chi is a subtle medium of energy that sourrounds and penetrates your physical body. It is in constant motion and is actually moving the body and all of its circuits. It's Chi that makes your body alive. Chi itself is moved by your mind.
So when you whish to move your arm, you actually change the flow of the Chi, which then generates a physical reaction in your nervous system and finally moves the arm.
Arts like Qigong teach you how to be more aware of your Chi and to gain more conscoius influence over it by being able to move it through the body with the power of your mind alone. Being able to move your Chi conciously (or allowing it to flow freely) allows you to relax, heal or strengthen your body more targeted. This is the foundations of a lot of Jedi force powers.
Those who believe telekinesis etc. to be real (*cough*
) will tell you that it works by transmitting Chi out of your body. As Chi also interacts with the Chi of the outside world naturally (the same as your metabolism by breathing or eating/excreation) this is only ampliphied in those techniques so you become able to move not only your own matter (your body) but also outside matter by manipulating Chi.
Chi is not recognized by conventional science as its existence cannot be proven by today's scientific means. But who cares? Hardcore scientists cannot even proof the existence of the mind either.
