For a transition team I would put forward the following suggestion.
5 members on the team. This is small enough to be manageable in this kind of situation, but large enough to get a variance of opinion and divide up responsibilities.
For the makeup, I would suggest 3-4 current ranking clergy and 1-2 non-clergy. This provides for the experience and consistancey as well as fostering new opinions. The 3-2 experience to new provides the stability of current doctrin and procedures if the current clergy all agree, which can stabalize radical new ideas if it came to that.
All members in the committie must agree beforehand to the policy of disagree and commit. ie. argue you point as you need to, disagree in the discussions, but commit whole-heartidly to the result of the committee vote.
The committee should have a chartered period of time to govern and lay the path for the proper assuption of duties for whatever temple governance is to come. One dutie might even be to develop a choice of potential governing options for a vote.
