There's very little point building a specific subforum for something we don't know people will use, typically they are only created to collect existing threads when demand is sufficient.
I can imagine that such a section may create confusion as to where journals are supposed to go, and what's allowed. Better to have the standard 'no comments' and let open journals be posted in the main forum. I notice knights posting in closed journals more now which could too potentially create confusion.
