If I had a job making $150k a year, I would not say that I wasn't being paid what I was worth. I think I could live quite comfortably on that. Some people require more money because they desire more... I don't. It's all a matter of perspective.

So there is a way to measure how much a teacher brings into their organization in order to gage how much they should be paid?

Well all public sector jobs are communism, actually. If you go to a private school, you'll find that the school collects tuition and gives a small percentage of that to the teacher and keeps the surplus as profit. Schools that charge more pay their teachers more because the teachers add value that allows the school to charge more.
