If you are looking for more mellow and traditional Japanese music - something I enjoy is Honkyoku. These songs are played on the Shakuhachi (a traditional Japanese flute). Though I haven't really come across any that are as sad as some of Toshiro Masuda's works. But still enjoyable. Here is an example:
I also enjoy the Shamisen. Very versatile. Can be slow and sad or fast and upbeat. Seeking out this instrument might lead you to a musician or band that grabs you. Yoshida Brothers (as recommended Vesha) are great and have a wide range. I would also throw in Monsters of Shamisen with them. Fun band.
If you want mellow I recommend Agatsuma Hiromitsu - Solitude. Mellow, lovely, can really make one reflect. The album I have: The Best Of Hiromitsu Agatsuma -Freedom- I highly recommend. Here is an example:
