If its close to the surface at non-polar regions then its huge news. I reckon they need to take up some serious tunneling machinery when they go. Not only would it be better to place habitats in shallow caves (which might have to be dug) like plugs in rocky slopes using the rock to stabilize temperature and shield from various hazards ranging from storms to small surface impacts, but it could allow them to get closer to subterranean water sources and reduce the mechanical infrastructure required to access it.
