Since the water from the river flows down the mountain..
Is there any way to make it flow up?

There is. Actually, there are multiple ways.
For instance, you can do it the inefficient way, by using the Leidenfrost effect.
But if you want to be really smart, you can instead try and use a rather ingenious and infamous invention, specifically designed to make water flow up in spite of everpresent gravity. This device came publicly to be known as the pump.

Better to leave questions unanswered than answers unquestioned
