If I was President.

If I was President the first thing I would do is write up a bill that mandates that all new homes or buildings constructed be fitted with state of the art solar panel roofing, with absolutely NO exceptions for ANY reason, and a retrofitting mandate that will be phased in on a timetable.
My second act as President will be to order massive solar farms in the mohave desert, and begin research into containable nuclear reactors for use in spacecraft.
my third act would be draft the american civil liberties act. which will be an amendment to the first amendment stating: Congress shall pass no Law respecting Religion, Race, Gender, Or Sexual Orientation, or Ethnicity.
In Addition, I shall withdraw 90 percent of our overseas troops leaving only a token force In Iraq for stability and devoting 20 percent of those recovered resources to find Osama Bin Laden, and The Al-Quaida Leaders in the Pakistan Mountains, I would also deploy troops into mexico to assist the fight against drug cartels who are winning the battle against the police. rest would return home to their families, with regular training exercises to keep them sharp, so that they could be deployed as neccessary to assist in reining human atrocity, Such as Sudan. (I think that the situation must be improved in tibet but I would not use force until all other avenues of diplomacy are no longer possible)

My next act would be to enact the \"Freedom of Vice Act\" or \"Freedom of Recreation Act\" this will de-criminalize Prostitution and require any who practice it to be regularly screened for disease and licensed, praticing without a license will be a felony.
It would decriminalize Marijuana, Taxing it, and require anyone who sells it to aquire a \"cannibus\" License, Personal Home cultivating and use will of course be totally Legal. Gambling will also be universally Legal, but only on certain things, Cruelty to Animals Will become a felony, and so will distributing using or creating Meth, Opium, Heroin,Cocaine, and many Others
(LSD, Mescaline, and Shrooms will be okay in certain circumstances, but only in safe controlled enviroments)by decriminlizing these things it will take business out of the hands of criminals, they will be able to afford less guns and thus making combating them easier,
Public Education will be overhauled and a new system, based upon cultivating thinking ability and intelligence, rather than simply beating facts into the heads of children will be implemented, my former High School was a good example of this,

I will Repeal the patriot act and call off all thing Ridiculous Wars on concepts, there will still be a dea and a homeland security, but not as prevalent and they will be used for their intended purpose only.

I wonder if people realise how inefficient solar energy currently is, especially in dark dank UK, but even under ultimate best conditions, they are only some 25% efficient and with average useful life span of 15years

The resources and energy required to build these panels far outstrips eventual lifespan output.

This, is why solar energy is currently not deemed a viable solution. I do agree however that they are useful, and all homes should have to be as eco friendly as possible, including wind turbines etc on every home, I also believe that modern appliances could be much more efficient.

My ideal bill works as follows

Every none essential electrical item (mobile phones, pc's and components, tv, hi-fi's etc) all come with an environmental tax of 25% on top of all other taxes, the manufacturers also have to pay for disposal at the end of the units life.

Here is a good example of the economics, the average printer colour cartridge is some £25 in the UK, if your printer like mine has three or four of these, its cheaper to replace the printer than the ink... this surely is not right and serves to encourage waste.

I believe this tax will reduce the disposable society view of these items and the money (in a sane ideal world) would be used for environmental purposes and research. People seem to value the contents of their wallets over the value of the planet, whilst this is the case, hit them where it hurts, I am not a believer of global warming as in its 100% human fault, this is a topic for later discussion, but i don't think this gives human the right to pollute at will.

I think many if not all of us are guilty of waste of energy, be it electricity, water, gas (vehicle fuel and heating/cooking)

Even the little things we all should do will help but only if everybody does the little things.

I don't think Believe People will ever completely give up their big bad Internal Combustion Engine Cars, but maybe there is a solution to this, Scientists has found that it may be possibly to engineer a plant, that instead of producing sugar, or starch, Produces Octane, Pure Octane, Just a Little of this Bio-Octane would fuel an engine for miles and miles, because it would be pure fuel, very few, if any nasty side effects, It would be cheap to produce after it is developed enough, so it would make Oil eventually totally obsolete, It's still alot of time, research, effort, and maybes involved, but It might just be the Holy Grail we've been searching for....
