In this case, it's the right thing to do to not act. To become the murderer of the innocent to save other innocent lives makes you no better than the people dropping the bomb. Further, it fails to account for the option of stopping the bomb in the air. Sabotaging the bomb etc.

When life becomes nothing but mathematics we set up a situation where we could justify any amount of horror on a small or medium scale so long as we profit on the large scale and that is a very bad precedent to set. Context, other options, and the ability to not be the one that causes death are all vital factors to consider when making such choices.
