There are some similarities, not really the same sort of system.
Qigong is more focused on active exercises resembling yoga and tai-chi.
Qigong is more concerned with moving energy around the body.
Qigong works only with yang chi, whereas true neigong works with both yin and yang chi with the goal being to fuse the two together as one.
Neigong is more concerned with capturing and storing and concentrating energy, and fusing yin and yang, not circulating it.
Neigong is more focused on profoundly deep forms of meditation unlike any other practice I am aware of.
Spring forest qigong is a good system to start with though if qigong interests you.
