Changes to Login and User Dashboard

We are testing a change on the front page where Community Builder will start taking over the user dashboard and activity feed instead of EasySocial. EasySocial has been giving us some compatibility issues after the upgrade, so this is part of making the site more stable going forward.

Fixed broken links in Youth FAQ

Centred bottom two certificates .

Ranks updated rank bars and did some linking, tidied Novice text.

Offices fixed broken office links here. Haven't verified people are in the correct offices and the links to their names haven't yet been updated.

The IP Intro now links to the wiki article on plagiarism when it outlines plagiarigsm (I also tidied the language a little).
