Don't quote me on this, but I believe the higher increase in Down's babies is to do with the age of the parents. The older the parents, the more likely they are have to children with it.

Down's syndrome is a trisomy and is most often caused by a faulty egg. While the gamete precursors are created at the fetal stage for women and stored longterm, they only become proper gametes once they've been expulsed for fertilisation (final separation happens . As Edan says, with age, these cells fail to separate properly before fertilisation, this results in trisomies, which sometimes survive.
