Regarding the tie:

Among yourselves please elect four knights and / or senior knights to be advisory members of The Council. The Council may also select one or more.


so if the Council selects one of the 5, the tie becomes a non-issue.

Bro John is correct. Currently we have a first a second and three with the same amount of votes. We'll be in touch with those individuals shortly. The voting closed 23:59 utc on July 27, Sorry for the confusion,
